Punjab, Chandigarh, Haryana, Himachal, Uttarakhand election results Highlights: With the counting of votes for the Lok Sabha elections underway, the independent candidate Sarabjeet Singh Khalsa, the son of Beant Singh (one of the assassins of former Prime Minister Indira Gandhi), has won from Faridkot with 296,922 votes, defeating the Aam Aadmi Party candidate Karamjit Singh Anmol.

Key Victories and Lead Margins: Celebrations begin at Deepender Hooda’s residence as he heads for a clear victory in Rohtak with a lead margin of 214,000 votes. In Sirsa, Kumari Selja is also heading towards a significant victory, with a lead margin of over 223,000 votes. Meanwhile, Manohar Lal Khattar is also on track for a win in Karnal, maintaining a lead margin of over 180,000 votes. In Faridabad, Krishan Pal is also heading towards victory with a lead margin of over 146,000 votes.

What the voter turnout looked like: Punjab got a 62.80% voter turnout, Himachal Pradesh is at a solid 71%, while Chandigarh recorded 40.14%. Haryana’s final average stands at 64.8%, and in Uttarakhand, three out of five seats saw a dip in voters compared to 2019.

In Punjab’s Hoshiarpur Lok Sabha seat, AAP’s Dr Raj Kumar Chabbewal is the winner

Constituency: Hoshiarpur Lok Sabha seat

Winner: Aam Aadmi Party (AAP) candidate Dr Raj Kumar Chabbewal

Winning margin: 44,466 votes

Education: MBBS and MD (radiodiagnosis) from Government Medical College, Amritsar 

Politics: Dr Raj Kumar Chabbewal, 54, joined Congress in 2010 and contested the 2012 Punjab Assembly elections but lost to the SAD candidate. Chabbewal won his first polls in the 2017 Assembly elections and was reelected in 2022 from Hoshiarpur. He was the only Congress candidate to win the 2022 Punjab Assembly elections from Hoshiarpur, which has seven segments. He also contested the 2019 Lok Sabha elections from the Hoshiarpur seat but lost to the BJP candidate. 

Just before the announcement of the Lok Sabha election, Chabbewal resigned from the Congress, which wanted to make him a candidate from Hoshiarpur, and joined the AAP which nominated him for the same seat. His move surprised the people of his constituency as well as Congress leaders in Punjab. 

Known for his vocal opposition to the ruling AAP in Punjab, Chabbewal has been a prominent critic of the government's policies. He even carried a bale on his head to highlight Punjab's mounting debt under the current government and in another dramatic gesture, he even tried to present a chain to the Assembly Speaker, urging AAP legislators to confine themselves at home during the upcoming elections, otherwise, he said people would send them home.

Biography: No one from his family has ever been in politics even at the village level. It was in 2008 when he started his NGO, Koshish, he came in contact with a lot of people and decided to get into politics to enhance the ambit of his social work with some authority and say in the government. He joined the Congress party in 2010.

He owns Raj 3-D Scan and Diagnosis Centres across four districts of the state —in Hoshiarpur, Jalandhar, Kapurthala, and Gurdaspur — and Gagrate of Himachal Pradesh. Even after joining politics, he has not left his medical practice and whenever he gets time he visits these centres to offer his service. He looks after the entire administration of these scan centres.

By the way: He loves to interact with people directly and not through his assistants. He is a book lover, but now he eats, sleeps, and breathes politics.

With the counting of votes for the Lok Sabha elections underway, the independent candidate Sarabjeet Singh Khalsa, the son of Beant Singh (one of the assassins of former Prime Minister Indira Gandhi), has won from Faridkot with 296,922 votes, defeating the Aam Aadmi Party candidate Karamjit Singh Anmol.

The winner: Congress’s Charanjit Singh Channi, 61

Winning margin: 1,75,993

Education: BA, LLB, MA (Political Science), Punjab University, Chandigarh; MBA, Punjab Technical University; PhD in Indian National Congress

Politics: He had contested his first Vidhana Sabha elections as an Independent in 2007 and joined the Congress in 2012. Since then, he has been a Congressman.

Biography: Charanjit Singh Channi, a three-time MLA from the Chamkaur Sahib assembly segment, served as the 16th chief minister of Punjab. Channi belongs to the Ramdasia community and hails from a very humble family background. He began his political career as a councillor in the early 2000s and became the president of the Kharar Municipal Council in 2002. Months before the 2022 Vidhan Sabha elections, Channi succeeded the then Congress chief minister, Captain Amarinder Singh, following Singh’s resignation owing to differences with then Punjab Congress chief Navjot Singh Sidhu.

Channi first contested the Vidhan Sabha election from Chamkaur Sahib in 2007 as an Independent and won. He again won the seat in 2012 but as a Congress candidate. In the 2017 Vidhan Sabha election, he was re-elected from the same constituency and was appointed Punjab cabinet minister for Industrial Training and Technical Education, Employment Generation, and Tourism and Cultural Affairs. In 2015, Channi was elected as the leader of the Opposition in the Punjab Assembly when the SAD-BJP alliance was ruling the state. After becoming the CM, he contested Vidhan Sabha elections on two seats, including Chamkaur Sahib and Bahadur, but lost both to his opponents from the Aam Aadmi Party.

By the way: Channi gained prominence as the first Dalit chief minister of Punjab. Also, he was the first Dalit person who was projected as the chief ministerial face of the Congress in the 2022 Vidhan Sabha elections.

All set to win fourth consecutive term, Harsimrat Kaur Badal is Shiromani Akali Dal's lone saviour

Winning margin: More than 52,000 votes till now
Education: Diploma in textile designing

Politics: Harsimrat, 57, is a three-time MP of the Shiromani Akali Dal. She hails from Punjab’s powerful political family of the Badals. She is the daughter-in-law of five-time chief minister Parkash Singh Badal and wife of SAD president Sukhbir Singh Badal.

Brief biography: Harsimrat won her first Lok Sabha election in 2009 by defeating the Congress’s Raninder Singh by a margin of over 1.2 lakh votes. Raninder is son of former chief minister Amarinder Singh. In 2014, she defeated her brother-in-law Manpreet Singh Badal by 19,395 votes. Manpreet contested the election on a Congress ticket at that time.

In 2019, she defeated the Congress’s Amrinder Singh Raja Warring by a margin of 21,772 votes. This time she is far ahead of the AAP’s Gurmeet Singh Khudian. She is set to be the lone Akali Dal MP in the Lok Sabha as all other candidates of her party have lost the elections.

Harsimrat was Union minister of food processing from June 2014 to September 2020 under the BJP-led NDA government. She resigned as the minister in protest against the three farm laws that the government later had to repeal under pressure from farmers. The SAD then left the NDA.

Harsimrat campaigned seeking votes as a tribute to Parkash Singh Badal, who passed away in April last year. Posters were put up all over the constituency saying that it is not just a vote but a tribute to “Bapu Badal”.

Lok Sabha polls 2024 are thus her second best performance since 2009 as the margin is over 50,000 votes now.

By the way: In February, during the virtual inauguration of AIIMS by Prime Minister Narendra Modi at Bathinda, Harsimrat started talking about farmers protesting at the Punjab-Haryana borders with demands including legal guarantees for minimum support prices. However, she was interrupted by the organisers.

After Chief Minister Bhagwant Mann recited Kikli 2.0 (a spoof) targeting the Badals during the poll campaign, she dared the AAP leader to visit any village without his security detail and see the public response.

For the third consecutive term, the BJP is heading towards a near sweep in Uttarakhand where the party is leading on all five seats. Both in 2014 and 2019 the BJP won all five seats. 
As per the latest trends, the BJP has secured a safe lead on all the seats. 
On the Nainital – Udham Singh Nagar seat BJP’s sitting MP Ajay Bhatt is leading with over 2.75 lakh votes against Congress candidate Prakash Joshi. On the Almora seat sitting BJP MP Ajay Tamta has a lead of over 1.87 lakh votes on Congress’ Pradeep Tamta.

In the high pitched electoral battle for Ludhiana Lok Sabha seat, the results for which would be out Tuesday, the key would lie in its two rural segments – Dakha and Jagraon.

Of the nine assembly segments in Ludhiana parliamentary constituency- six others are urban (east, west, south, central, north and Atam Nagar), the largest Gill is semi-urban.

Economists at the public sector Bank of Baroda have published a report about the finances of Indian states for the financial year ended March (FY2024). The report analyses state-level finances based on three variables: how much money they raised on their own, how much they spent to boost productive capacities of the state, and how much they borrowed from the market.

Fiscal Deficit

The report found that most states were able to limit their fiscal deficit (the amount of money they had to borrow to bridge the gap between expenses and income) within the budgeted levels (Chart). This is a significant achievement, since over-borrowing by states adds to the Centre’s over-borrowings, and ultimately leaves less money for private sector firms to borrow. Continue reading

Once the sound and fury of the campaign has died down, votes are cast and counted, the electoral dénouement will converge on two critical questions: “Who won?” and “what won?” The first is answered simply in most democracies. Counting agencies do their job, and the loser’s consent seals the result as legitimate and final. That said, the process, as the fiasco that followed the last presidential election in the United States, is not necessarily seamless. However, in India, the issues that could complicate the final tally are filtered out beforehand by an alert judiciary and hyper-active Election Commission. Going by past precedents, the losers in India’s electoral game have usually conceded defeat quickly and gracefully. BJP campaign see-sawed, but one thing remained constant: Modi’s popularity

On the last day of his marathon campaign for the seven-phase Lok Sabha elections, Prime Minister Narendra Modi, exuding confidence about his third consecutive term in office, went to India’s southernmost tip, Kanyakumari, for his 45-hour-long meditation at the Vivekananda Rock Memorial. His popularity continues to be high, with credibility remaining virtually intact. Although voters were largely unenthused about the election, which was attributed to a general mood in favour of status quo, they did not appear to be cross with the PM.

His main rival Rahul Gandhi — who managed to set a narrative against various odds, forcing the formidable BJP to react – exhorted Congress workers at the end of his long, spirited campaign to be optimistic about the poll outcome. “I want to say with confidence to the brave lion workers of Congress that the INDIA alliance government is going to be formed,” he claimed. Why BJP is still confident in Haryana, and Congress may not move in for the kill yet

FURTHER WORSENING problems for the BJP government in Haryana, after three Independent MLAs withdrew their support to it, its former ally Jannayak Janta Party (JJP) announced that it would support any Congress move to topple the government. The developments come ahead of the Lok Sabha polls to all 10 seats in the state on May 25, with Assembly elections to follow towards the end of the year. The BJP insists its government led by Chief Minister Nayab Saini is intact.
