The Central Bureau of Investigation has stated before the Punjab and Haryana High Court that the onus of investigating matters related to the former chairman of Uttar Haryana Bijli Vitran Nigam fell squarely within the domain of the state government.
The CBI, in reply to a bunch of pleas filed by the All India Power Engineer Federation (AIPEF), submitted that “as far as the allegations in the present petition are concerned, CBI refrain from making any comments/remarks as the matter is not enquired/investigated by CBI. Further, the same squarely falls within the domain of state government”. The reply was filed by Sharad Bhasin, Inspector of Police, CBI.
The matter will next come up for hearing on July 27.
The HC is hearing a petition by AIPEF alleging that Shatrujeet Singh Kapoor, IPS, did various act of omission and commission while acting as chairman-cum- managing director of Uttar Haryana Bijli Vitran Nigam and Dakshin Haryana Bijli Vitran Nigam. The plea also says that the Chief Secretary, Haryana, took no action there upon and deliberately refused to inquire into and examine the allegation of corrupt practices of Kapoor.
The petitioners have sought transferring of the records of complaint against Kapoor from the state of Haryana to the Central Bureau of Investigation.
The petitioner have also sought direction to Central Government, the CBI, and Central Vigilance Commission for an independent enquiry into the complaints of the petitioner federation via divesting Kapoor of all administrative power forthwith.
