Panchkula mayor writes to HUDA administrator: Demands closure of ‘illegal’ passage between Sector 20, Peer Muchalla

Panchkula Mayor Upinder Ahluwalia wrote to the administrator of Haryana Urban Development Authority (HUDA) demanding that an “illegal” passage between Sector 20 and Peer Muchalla be closed.
Ahluwalia alleged that the passage connecting group housing societies of Sector 20 to Peer Muchalla has been illegally constructed on a tubewell site. He also urged the HUDA administrator to take action against the erring officials.
In her letter, Ahluwalia stated that there is a passage near GH-83 and GH-83A, connecting Sector 20 to Peer Muchalla, which has been allegedly constructed by property dealers of Peer Muchalla for their individual benefits in connivance with officials of HUDA.
She alleged that the passage has been constructed on the tubewell site of HUDA, which is evident through the site plan prepared by the District Town Planner on January 25, 2013, and the tubewell that was earlier operational is also lying non-functional ever since.
“There is no such passage in the planning or layout plan of HUDA,” she stated.
“Sector 20, Panchkula, was planned by HUDA and the internal roads were planned according to the population of Sector 20 only. The internal roads cannot bear the traffic pressure of Peer Muchalla, Punjab, which is double than that of Sector 20, leading to traffic woes in front of the societies every evening,” said Ahluwalia.

Highlighting that right to passage is a fundamental right, the mayor also wrote that the objection was not regarding to the access of road to residents of Peer Muchalla, but to the illegal road that was being used instead of the main dividing road of Sector 20-21, which provides connectivity between the two areas.
“The illegal passage be closed immediately and a boundary wall be constructed over the tubewell site of HUDA and the tubewell be restored and made operational for water supply, in accordance with initial planning of HUDA,” she stated.
