Members of the National Students Union of India (NSUI),one of the student organisations of Panjab University, submitted a memorandum to the Vice-Chancellor and the Syndicate members, regarding the slow construction of the girls hostel number 9,and seeking certain amendments in the working system of the university on Saturday. The members alleged that the construction of girls hostel number 9 in the south campus is moving at snails pace, and demanded that the work should speed up. Elaborating on the issue, the members said that the construction started two years ago and December 31,2012 was announced as the deadline for completion of work. However, the authorities kept postponing the deadline and the work is yet to be completed. The members also demanded that the authorities should roll back the proposed increase in fine amount, and claimed that increasing the fine amount will not help in ensuring discipline. This was with regard to the universitys proposal of increasing the fine charges for late entry in girls hostel from Rs 100 to Rs 250 and for keeping an electrical appliance from Rs 250 to Rs 500. Also, the students who will not be able to vacate the hostel room by due date will be fined Rs 1000 and those who will change the room without informing the warden will be fined Rs 500. Manoj Lubana, the party president, said,The authorities need to take the students organisations into confidence before imposing any decision on them. And,an increase in fine amount is not justified as the only way to bring discipline among the students. Discipline should also be present in various departments. Not finishing the construction work by due date, also amounts to indiscipline.
