NORMS FLOUTED: Haryana plans to crack down on B.Ed colleges

The government has also imposed a ban on setting up of new B.Ed colleges in the state till 2018.

WITH AS many as 27,951 seats vacant in 492 B.Ed colleges in various districts across the state and a large number of them allegedly flouting norms, the Haryana government has decided to launch a crackdown and start inspections in all the colleges from May 15.

The government has also imposed a ban on setting up of new B.Ed colleges in the state till 2018. The decision came after a recent order of Punjab and Haryana High Court following a writ petition, where the judge took strict note of the lack of coordination among National Council for Teachers Education (NCTE), the Haryana government and the universities in monitoring the quality of education and mushrooming of large number of B.Ed colleges in the past few years.

“Since 2007, the state government has been regularly writing to the Centre that no further B.Ed colleges are required in the state, yet several were set up, which affected the quality of Of 492 self-financed B Ed colleges and two government colleges in Haryana, only 116 had been granted No Objection Certificate (NOC) by the state government, while others thrived on NCTE’s approval. Apart from complaints of inadequate infrastructure and staff, exorbitant fees, it was found that many students never attended the colleges, no training was being provided and the quality of the faculty was poor.

“The quality of B.Ed , which is deteriorating, needs to be closely monitored. The idea is not to close down the colleges, but compel them to take corrective measures, failing which action would be taken. We will also set up a Vigilance Monitoring Committee to keep a check on inspection committees,” added Vardhan.
