Helmets must for kids aged 4- plus in Punjab, Haryana and Chandigarh
Punjab and Haryana HC seeks details of fines issued to women and rear-seat riders not wearing helmets.

The Bench comprising Chief Justice Sheel Nagu and Justice Anil Kshetarpal, said exemption will be granted only to Sikh men and women who wear a turban while riding.
The court clarified that the rule applies to anyone above 4 years old riding a two-wheeler, whether as a driver or passenger, including children. The order covers all types of motorcycles, regardless of their class.
Additionally, the helmet must comply with standards set by the central government.
The High Court has directed the central government to establish safety regulations for children under 4 years being transported on motorcycles. Additionally, helmets must meet a quality standard that ensures head protection in case of accidents, and riders must properly secure helmets, not merely place them on their heads.
The High Court has also asked police departments in Haryana, Punjab, and Chandigarh to submit details of fines issued to women and rear-seat riders not wearing helmets. The next hearing is scheduled for December 4.
The HC order said “Protective headgear” means a helmet which:
- by virtue of its shape, material and construction, could reasonable be expected to afford to the person driving or riding on a motorcycle a degree of protection from injury in the event of an accident;
- and is securely fastened to the head of the wearer by means of straps or other fastenings provided on the headgear.”
