‘Heralds a new era of responsive governance’

Punjab Chief Minister Bhagwant Mann and AAP national convenor Arvind Kejriwal launched “Bhagwant Mann Sarkar, Tuhade Dwaar” scheme in Ludhiana on Sunday. The scheme will provide doorstep delivery of 43 services in the state.

Mann and Kejriwal flagged off “Mobile Sahayaks”, a fleet of delivery men who wore yellow T-shirts with photos of Mann on them, and would provide doorstep delivery of selected services. Addressing a rally at cycle valley in Dhanansu village of Ludhiana, Mann said it “was a historic day”. The state has followed the Delhi Model, the brainchild of Kejriwal, “to herald a new era of responsive and transparent governance”, he added.

The CM said he wished that “this citizen-centric model is also replicated in the entire country to make things easy for all and sundry”. Mann said that in future the day of December 10, 2023, would be remembered as the one when inconvenience to people of visiting government offices was ended.

Mann said that from today the pride and honour of the common man will be restored in the state, thereby ensuring that they can live their life with dignity. The toll-free number 1076 will act as a catalyst for providing the government services to people on their doorstep within a stipulated time period, the CM added. Mann said that unlike his predecessors, he was continuously taking stock of the ground-level situation. The CM said that on Thursday he had conducted surprise inspections at Saanjh Kendras in Bassi Pathana and Sri Fatehgarh Sahib.

The scheme has been initially launched with 43 services but would soon cover 80 of them, the CM said. Mann said that 92 AAP MLAs, including himself, will regularly keep a tab on the scheme to benefit the common man and end exploitation in government offices. He said that all of them will conduct inspections.

Rather than facilitating the common man, the previous regimes had looted the people due to which they were ousted from power, Mann added.

Due to the efforts made by the state government, Punjab was witnessing an industrial revolution, the CM said, adding that in the past 18 months, some of the biggest companies such as Tata Steel and others have “made a beeline for investment in the state”.

Meanwhile, Kejriwal said that the “great nationalists, patriots and martyrs had laid down their lives and made sacrifices during the freedom struggle not for the common man to suffer or face inconvenience in
government offices after Independence”. He said that they had “envisioned an egalitarian society where people can get quality health, education, good roads, power, water and other services in independent India”. Kejriwal said that during the last 75 years “the aspirations of great nationalists took a back seat and a revolutionary scheme like this was never launched”. Such a citizen-centric scheme should have been launched immediately after Independence, he added.

Kejriwal said that with the launch of this scheme, “around 99% services by the state government will be available to the people on their doorstep”. The day is not far when 100% government services will be available to people on their doorstep, the Delhi CM added.

Kejriwal further said that the scheme was started in Delhi in 2018 to facilitate the people but none of the governments in the country except Punjab have replicated this. It was because “the money looted by the middleman for getting the routine administrative work of the common man done in the government offices goes to the highest level of hierarchy, including the CM, in every other state”, he added.

Kejriwal said that this scheme will generate more than 4,000 new jobs in the state.

How the scheme works?

The scheme will provide access to Government 2 Citizen (G2C) services by launch of the Door-Step Delivery (DSD).

This initiative will include all the 43 critical G2C services – such as certificates of birth and death, income, residence, caste, pensions, electricity bill payments and others. The people can avail of the service by calling helpline 1076 and scheduling an appointment at their convenience.

The citizens will be informed of the documents required, fee applicable and others for the service to be availed. They will receive an SMS with the list of documents required and date/time of appointment. Specially trained personnel will visit their homes/offices at the scheduled time with tablets and complete the necessary paperwork, collect fees and give an acknowledgement receipt.

The residents can avail of DSD Service through Sewa Kendras and the dedicated helpline 1076 from December 10 onwards.
