Installation of HSRP: No quick fix,residents hassled

Getting high security registration plates (HSRP) fixed on vehicles is becoming a major hassle for city residents due to lack of proper parking space and sufficient manpower at the three designated centres for fixing the plates.

Long waiting period that sometimes stretches to three to four hours is one of the major problems that the people are facing. “I was given a particular time and date six days ago. But there seems to be no system here. People are jumping the queue and parking space is so less that you do not know where to park your car,” said Colonel Karamjeet Singh,a resident of Sector 11,who had to wait for more than three hours.

However,RLA in-charge Kashish Mittal said,“We do not allow more than three cars in the parking lot where the plates are fixed. But today for some unavoidable reason,there were no security guards at the entrance which allowed everyone to enter the parking space. That created the problem.”

He added,“Also,today out of three fitters only one came which compounded the problem. But we called more fitters as soon as we got to know about it.”

S S Arora,a resident of sector 20,Chandigarh,who has been visiting the SDM (East),Industrial Area office,for the last one week to get HSRP for his car,said: “It is more than six days that I have been visiting this office to get HSRP affixed on my car. Every time I am told to come next day. They are not even accepting my form.”

As per the Registering and Licensing Authority officials,around 500 to 600 applicants are issued receipts for HSRP fixation daily at the three centres: RLA,Sector 17,SDM (South) Sector 42 and SDM (East),Industrial Area. The applicants are generally told to come after five to six days.

Old,new cars

For old cars,the vehicle owner has to submit a copy of his registration certificate (RC) along with other relevant documents to the RLA. After which he is issued a receipt with a date specified on it when he can get HSRP affixed. In case of new cars,when the vehicle owner applies for RC,he is issued a receipt for HSRP with the date specified on it when he can get HSRP affixed. It is only after the vehicle owner gets HSRP fixed that he gets his RC.
