HC orders probe into affairs of Delhi Trust

An SIT of Mohali police will investigate as part of crack down on illegal educational trusts

Probing alleged illegal educational trusts being run by private persons to dupe students, the special investigation team (SIT) of Mohali Police was, on Tuesday, directed by the Punjab and Haryana High Court to investigate another such trust being run by a couple.

Advocate H C Arora apprised a division bench comprising Chief Justice Sanjay Kishan Kaul and Justice Arun Palli that one Sikhander Singh had floated another trust with a minor change of spelling from `Sarv” to `Serv’. Advocate Arora averred that Singh started duping people by collecting application fee for recruitments. Taking note, the court directed Mohali Police’s SIT to investigate the Rashtriya Serv Shiksha Abhyan Trust operating from New Delhi.

Already under the scanner is similarly named Delhi-based trust called Rashtriya Sarv Shiksha Abhiyan Trust, which deposited an amount of Rs 5 lakh with the Registrar of the High Court out of the funds collected through its franchisee.

The said trust was also allegedly being run by Sikander Singh who had collected money from unemployed persons in the name of application fee. The bench also directed the SIT to present a challan against Singh’s accomplices in this case within one month.

Further, the bench expressed its inclination to pass appropriate orders for utilising the balance amount of Rs 14.78 lakh, lying in the account of Panchkula-based Sarv Shiksha Computer Abhiyan Society. The amount has not been withdrawn by the concerned applicants even after a lapse of over seven months from the date the cheques were sent to them. According to the bench, the applicants do not appear interested in withdrawing their amounts and the said balance amount be transferred to legal aid fund for poor persons. The bench observed that appropriate orders shall be passed on this suggestion of the petitioner while finally deciding on the PIL, so that the money may be used for some good cause.
