Haryana: New audit dept soon to ensure transparency in public expenditure
The decision to create a Directorate of State Audit has been taken “in order to ensure transparency and enhance accountability in public expenditures”, the state government spokesperson said.

In a first, the Haryana government has decided to create a new department “Directorate of State Audit” that shall conduct an internal audit of all departments, boards, corporations, cooperative societies, universities, local authorities, statutory bodies, public institutions and other authorities established, controlled or financed by the state government, Non-Government Organisations that receive grant in aid or contribution from the state government and all those entities that receive public monies from the state government in any form including organisations that receive funds from the consolidated fund of the state.
The decision was among many other decisions taken by the state’s council of ministers in the cabinet meeting chaired by chief minister Manohar Lal Khattar, here today.
The decision to create a Directorate of State Audit has been taken “in order to ensure transparency and enhance accountability in public expenditures”, the state government spokesperson said. The Directorate shall function under the administrative control of the finance department. Khattar also holds the Finance portfolio.
“Internal Audit is an important management tool to review the effectiveness of internal controls and identify weaknesses for correction. Internal audit among other things is a tool for examining, evaluating and monitoring the adequacy and effectiveness of internal controls”.
The Cabinet also approved the ordinances for amendment in Haryana Municipal Corporation Act, 1994 and Haryana Municipal Act, 1973 whereby which the reservation for Backward Classes-A shall be implemented in Urban Local Bodies.
Six new subdivisions to be created
Haryana is set to establish six new sub-divisions across the state, with the aim of enhancing accessibility to citizen services and improving the delivery of services to its residents. Cabinet today approved the proposal regarding creation of six new Sub-Divisions including Manesar (Gurugram), Nilokheri (Karnal), Israna (Panipat),
Chhachhrauli (Yamunanagar), Nangal Chaudhary (Mahendergarh at Narnaul), and Julana (Jind).
“State Government has constituted a committee under the Chairmanship of Revenue Minister for re – organization of Sub – tehsils, Tehsils , Sub- divisions and Districts with the objective of providing better access to the citizen services and to bring about administrative efficiencies , synergy across different levels of the governance and better delivery of services. After detailed deliberations , based on the criteria for formulation of administrative units decided by the Committee earlier and taking into consideration other factors like area of influence, natural flow of traffic/transport, social homogeneity , availability of infrastructure and scope for future expansion, the committee has recommended creation of the said 6 Sub – Divisions”, the state government spokesperson said.
Land lease in Rohtak
In another decision, approval was given by the cabinet to allot land of Municipal Corporation, Rohtak on lease basis to Gaur Brahman Vidya Pracharini Sabha, Rohtak for a period of 33 years.
“Gaur Brahaman Vidya Pracharini Sabha is a registered organization and has been actively running educational institutions for over 100 years. At present, one Degree College, one B.Ed. College and one school is being run by the Sabha in Rohtak. The proposed land will be utilized by the Sabha for extension of existing educational institutions,” the spokesperson said.
