Terming the matter serious, Hisar Deputy Commissioner Uttam Singh said further legal action is being initiated by the police. (File) A preliminary inquiry by government officials has detected that the data of family IDs — Parivar Pehchan Patras (PPP) — has been tampered with in Hisar district.
On the basis of a probe report, the police Friday lodged an FIR against operators of two Common Services Centre (CSC), which are being run by the government to facilitate the people, and six of their associates. The accused operators work as contractual employees for these centres.

Parivar Pehchan Patra is a flagship e-governance scheme of Manohar Lal Khattar government. The entire data of Parivar Pehchan Patras is stored in the family information data repository (FIDR). As per the Haryana Parivar Pehchan Act, 2021, there is a provision of 10-year imprisonment or Rs 50 lakh fine for tampering with the information stored in the family information data repository.
Some important changes in the family IDs like bank account updation, change of profession, change of address and split in the family composition can be undertaken at the level of the citizen resource information department’s headquarter only.
However, a departmental inquiry in Hisar found tampering with the family IDs at the local level. For example, the family ID of a woman, Shurti Devi, was split and her profession was changed as construction worker in an illegal manner. During the inquiry, the family said that Rs 3,000 was charged for change in the family ID and Rs 2,000 for splitting the family ID. The probe also revealed that several persons, including operators of Common Services Centres, are involved in making changes in the family ID who are paid as per their role in the process.
In his complaint to the police, Hisar additional deputy commissioner Neeraj said that this matter requires a serious probe to expose the entire gang. On the basis of the complaint, the police lodged an FIR against two Common Services Centre operators Amit Kumar and Sunil Kumar apart from their six associates. They were charged under cheating and different sections of the Haryana Parivar Pehchan Act, 2021, and the Information Technology (Amendment) Act, 2008.
