While the state government is yet to adopt the Right to Services Act,the Haryana Police has taken the initiative to provide time-bound services to the people. To start with, the police have fixed deadlines for various verification certificates issued by it,which are required to get legal identity documents made.

Police verification is required for various purposes — to get an arms license issued, for a driving license, passport, character certificate for going abroad, character certificate for getting into government services, etc. For all such purposes, the Haryana Police has now fixed deadlines for issuing verification certificates.

The deadlines — fixed by many district police chiefs in their respective jurisdictions — vary from three to 15 days, depending on the purpose for which such a certificate is required.

To ensure strict compliance of the instructions issued from the top to all middle-rank officers including DSPs,inspectors,SHOs and in-charges of police posts, the district police chiefs have instructed their officers to maintain a daily diary and submit the status report on all the verification certificates to the office of SP before fifth of every month.

The same status report will also be submitted at the same time to the IGs of the range, under which the respective district falls.

For instance,in Bhiwani, while a three-days limit has been kept for police verification to get a passport made; the limit is 10 days for issuing the police verification certificate to get an arms license issued. Five days limit has been kept for police verification for the purpose of character certificate and so on.

On similar lines,in Jhajjar district,a maximum limit of 15 days has been kept for issuing police verification certificate to get a passport, driving license and arms license. A limit of 10 days has been kept for issuing character certificate, after requisite police verification of the applicant.

Jhajjar SP Patram Singh, said: “We have received the instructions from the top. The message has been conveyed to all the concerned police officers to strictly follow deadlines. In case any officer misses the deadline,he/she should accord the exact reason in the monthly diary, which will be prepared at all police stations, posts, etc to ascertain if the verifications are being done within the stipulated time period. Officers who violate the deadlines without any valid reason will face punishment.”
