Haryana amends land rehabilitation,resettlement policy

The state Cabinet,which met under the chairmanship of Haryana Chief Minister Bhupinder Singh Hooda on Wednesday,decided to amend its Rehabilitation and Resettlement Policy-2010.

It was decided to fix the floor rate of Rs 25 lakh per acre for area situated within the final development plan of Faridabad-Ballabhgarh Controlled Areas-2011 and the areas situated within the area of development plans of Bahadurgarh,Rohtak,Rewari,Dharuhera,Bawal and Panipat towns,excluding the areas forming part of the notified limits of Faridabad Municipal Corporation.

A floor rate of Rs 16 lakh per acre has been fixed for land situated within the development plans of towns other than the district headquarters outside the National Capital Region.

The Cabinet further revised the eligibility of allotment of industrial plots in lieu of acquisition of land. Earlier,irrespective of the area acquired,the oustee was eligible for an industrial plot of 450 sq m. Under the revised provisions,size of the industrial plot to be allotted has been linked with the area acquired whereby for an area acquired between 1-2 acres,the industrial plot to be allotted shall be 450 sq m,for an area acquired between 2-4 acres,industrial plot size will be 800 sq m and for an area acquired above 4 acres,the industrial plot size will be Rs 1,000 sq m.

The amendments will be applicable with effect from the date the R and R Policy came into force on September 7,2010.

The Cabinet also approved the ordinance draft to amend Haryana Ceiling on Land Holding Act-1972 by excluding the land put to or proposed to be put to non-agricultural use by adding clauses under the heading “Act not apply to certain lands” in Section 5 of the said Act,providing for exemption in respect of such lands.

Addressing mediapersons later in the day,the chief minister said this was necessary because Haryana has witnessed urbanisation and industrialisation at a fast pace in last few decades and the government is conscious that the primary section of the economy — agriculture — needs to be supplemented with the growth of infrastructure and facilities for the secondary and tertiary sectors of economy.
