Gangster Satinderjit Singh Brar, alias Goldy Brar, a key accused in the killing of Punjabi singer Sidhu Moosewala, is now among the top 25 most wanted fugitives in Canada.

A statement issued by the Canadian High Commission in New Delhi said the country’s Be On Look Out (BOLO) Programme — a not-for profit organization that amplifies police fugitive cases to increase public awareness — has updated its list of 25 most wanted criminals on May 1.

“Interpol-Ottawa’s Fugitive Apprehension Support Team (FAST) has added fugitive Satinderjit Singh ‘Goldy’ Brar as the latest addition to the top 25 list,” the statement said. Brar’s life-sized cutout among all 25 fugitives has been displayed at Toronto’s Yonge-Dundas Square, according to the BOLO Programme list. The Royal Canadian Mounted Police (RCMP) is investigating into the allegations against Brar originating from India. “The RCMP is dedicated to supporting its international policing partners and is working closely with Indian law enforcement to ensure that justice is provided to the victims,” the statement added.

Brar, who reached Canada on a student visa in 2017, had allegedly claimed responsibility for the murder of Moosewala, who was shot dead in Punjab’s Mansa on May 29, 2022. He is also accused of orchestrating the targeted killings of at least two more persons, attempt to murder, conspiracy to commit murder, and illegal arms trafficking in India.

The 29-year-old is accused of committing these crimes while being in Canada and is currently under investigation, but is not charged with any criminal offences in the country, the statement said.

However, there is no reward for Brar, who features on the 15th number in the list. India had obtained an Interpol Red Notice for Goldy, who belongs to Punjab’s Muktsar, in June 2022. Interpol notices are international requests for cooperation or alerts allowing police in member countries to share critical crime-related information. In the case of Red Notices, the persons concerned are wanted by national jurisdictions for prosecution or to serve a sentence based on an arrest warrant or court decision.

In Canada, an Interpol Red Notice does not provide police the authority to arrest a person. An individual may only be arrested if reasonable probable grounds exist that the individual has committed a crime in Canada, or if a Canadian arrest warrant has been issued.

The offences Brar allegedly committed in India are very serious in nature and merit the interest of the police in Canada, the statement issued by Canadian High Commission read. It added he “is believed to be in Canada and represents a risk to public safety”. Brar, who is also an accused in the killing of Dera Sacha Sauda follower Pradeep Kumar at Faridkot (Punjab) in November 2022, was named in the 1,850-page police charge sheet filed in the Mansa court on August 26 last year.

His father was an ASI in the Punjab Police, who was compulsorily retired after his alleged involvement in a murder case last year. Brar is a close associate of jailed gangster Lawrence Bishnoi, the alleged be mastermind behind the killing of Moosewala. Bishnoi in an interview to a TV channel from jail recently had claimed that Brar had planned the murder of Moosewala to avenge the killing of Youth Akali Dal leader Vicky Middukhera.

The NIA, which is probing three terror-gangster nexus cases, had in March this year filed a charge sheet against Brar, Bishnoi and a dozen others, charging them with criminal conspiracy to unleash a wave of terror and carry out targeted killings of high-profile people.

As per the NIA charge sheet, Brar was found to have “direct links” with Lakhbir Singh alias Landa, a Pakistan-based Babbar Khalsa International operative working closely with Harwinder Singh alias Rinda, also a BKI terrorist. Landa is also an accused in the Mohali RPG attack, as well as the December 2022 RPG attack on Sirhali police station in the Tarn Taran district of Punjab.
