Gauba meant no harm,overzealous in enforcing discipline: Probe report

The ongoing protests at Dr H S Judge Institute of Dental Sciences and Hospital came to an end today,with the repatriation of Director Principal Krishan Gauba. Following the inquiry report of the six-member committee that stated – “Dr Gauba appears to have an overzealous attitude towards disciplining and censoring the students… Dr Gauba does not appear to have any malafide intention… though calling the intern to his office and asking her to show her t-shirt in the presence of two faculty members was uncalled for,” – Dr Gauba was asked to proceed on leave till his repatriation process is completed.

Though the Committee had expressed the view that “it is desirable that Dr Gauba be asked to proceed on leave till the situation becomes normal”,the university authorities accepted his request for repatriation to PGIMER. The committee report was presented at an emergency Syndicate meeting called by PU Vice-Chancellor Prof R C Sobti.

After the meeting,the decision was announced by Dean Students’ Welfare (DSW) Prof Naval Kishore to the students sitting on a hunger strike outside the V-C’s office. On demands from the students,Prof Sobti himself later announced the decision to them after which they ended their hunger strike.

Addressing mediapersons in his office later in the day,Prof Sobti said that a high-powered committee would be constituted to look into the affairs of Dental Institute. Announcing Dr Gauba’s repatriation,Sobti said,“Though the entire process of repatriation will take time,the authorities will ensure that the Institute’s functioning does not get affected.”

Prof Kishore added that while Dean University Instructions (DUI) Prof B S Brar has been in charge of the Institute till today,Dr K K Talwar and Dr Raj Bahadur are the names being considered for additional charge of Director Principal of the Institute.

‘Molestation charge not substantiated’

The report mentioned “that the serious allegations of molestation,torturing etc have not been substantiated by the evidence collected during the proceedings of the committee”. It added,“At the time of the said incident,Dr Gauba was not alone and was accompanied by Dr Savita and Dr S P Singh. It shows that Dr Gauba did not have any malafide intentions.”

The committee noted that the word ‘vulgar’,used repeatedly in the written complaint of the intern’s father who was the complainant,was missing in her oral statements. “Throughout her examination,the intern was supported and encouraged by her mother.”

Dr Gauba justified himself in censoring students as a professional and a father. Called twice (on February 3 and 5) by the inquiry committee,he stated that he had “never told the intern to unzip her sweater and that she herself tried to show to others what she was wearing under her sweater. He also denied the allegations that he,along with Dr Savita Prashar and Dr S P Singh laughed,when the intern unzipped her sweater”.

He had further,stated that “it is only with such good intentions,as a professional father,he keeps on advising and sometimes censoring the students about disciplinary and decorum issues. He categorically stated that only those students who have shortage of lectures or reappears are spearheading the campaign. He declared that he has the support of many parents and students”.

Asked whether he wanted to produce them before the committee to substantiate his claim,his answer was that the mischievous students are overpowering the sincere students and are stopping them from coming forward in favour of the Director.

Both the witnesses — Dr Savita Prashar and Dr SP Singh—- categorically stated that the girl herself showed her t-shirt and had never been compelled to do so; the three teachers never laughed at her and they never passed any sarcastic remarks about the dressing patterns of the students.
