Find out how old vehicles will be recycled in Haryana: Industries and Commerce Minister

The Haryana government has announced the Vehicle Scrappage and Recycling Facility Incentive Policy to ensure proper disposal and recycling of old vehicles, promoting environmental sustainability and reducing pollution.

Industries and Commerce Minister Rao Narbir Singh said, “After the NGT fixed the lifespan of diesel vehicles at 10 years and petrol vehicles at 15 years in the National Capital Region (NCR), the number of condemned vehicles has been steadily increasing. In response, the Haryana government has taken this decision.”

Singh added, “This policy will facilitate the recycling and reuse of vehicle parts, contributing to environmental protection and economic growth. Vehicle owners will receive financial benefits, and the public will benefit from reduced parking of condemned vehicles on roads, streets, and public spaces.”

The state government plans to implement the policy as an industrial scheme, offering incentives such as capital subsidies and state GST reimbursement to new industrial units. The Department of Industries and Commerce will establish a 10-year land leasing module through the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). Financial assistance will also be extended to start-ups, women entrepreneurs, and Scheduled Caste candidates to establish venture capital funds. Projects will be eligible for up to Rs. 20 crore in financial assistance, covering 10 percent of project costs (excluding land). Additionally, full stamp duty reimbursement will be provided in D-category industrial blocks, while B and C blocks will receive 75 percent reimbursement.

“A 50 percent grant of the project cost, up to a maximum of Rs. 5 crore, will be given for setting up Centres of Excellence,” Singh said. “Furthermore, a grant of Rs. 50 lakh will be awarded to 10 industries that provide skills and employment to the youth of the state,” he added.

The policy is expected to address environmental concerns while creating economic opportunities and generating employment in the state.
