Justice Permod Kohli of the Punjab and Haryana High Court has issued notices to the CBSE on a petition filed by Pranay Jain, who has alleged that he was harassed by the CBSE officials. Pranay Jain,a dyslexic student, who was videographed at the time of examination, has moved the court seeking compensation in the form of grace marks or re-examination of his AIEEE examination.
The petitioner has also requested the High Court to consider his candidature for reservation under the physically-handicapped quota. In his application,Jain has narrated the trauma he had to undergo while giving the examination.
As soon as the petitioner settled in his allotted seat in the examination hall before the commencement of Paper-1,he was called outside the hall by two persons who just looked at him and asked him to go back to his seat. The petitioner was paraded in front of the videographer to be identified as the child whose video was to be shot. For four hours, during which the petitioner (Jain) attempted to solve paper-1,the camera remained exclusively focused on him for more than 3-1/2 hours, read the application.
For paper II,which commenced at 2 pm,the camera was positioned on a vacant desk right adjacent to the desk on which the petitioner was seated and he was exclusively videographed for almost four hours,Jain says in his application.
Taking a dig at the CBSE,the petitioner has submitted,There is no provision in the CBSE examination by-laws or the AIEEE booklet for videography of any candidate. They are not videographed even in case of unfair means. It is not understood as to how and under what authority the CBSE directed for exclusive videography of the petitioner, which was a deliberate attempt to humiliate and punish him,so that he dare not ask for any kind of relief again.
On April 23,in a landmark decision,Justice Kohli had directed the CBSE authorities to allow an hour extra for each paper to dyslexic students appearing for the All India Engineering Entrance Exam.
