Instead of recommending any action against those accused of illegally changing examination centres and declaring results in Panjab University (PU) — unlike legal and disciplinary action suggested by the earlier two probe panels — rather,the inquiry conducted by retired High Court Justice K C Gupta suggested changes in the examination system.

While probing the illegal change in examination centre of two sixth semester students of Department of Laws — Simranjit Singh Dhillon and Navjot Saini — the judge has clearly indicted several PU employees of “helping students illegally for ulterior motives” and the two students of “using undue influence and undermining the reputation of the university to clear examination by using unfair means”.

The inquiry report — a copy of which is in possession of the Newsline — submitted on February 17 to PU Vice-Chancellor (V-C) Professor R C Sobti will come up for discussion in the Syndicate meeting scheduled on Saturday.

The earlier two inquiries were conducted by three-member committees. The first panel was set up by the V-C to look into the case in totality and find the employees involved in it. This committee had suggested disciplinary action against certain officials of the university,who allegedly colluded with the students to facilitate their examination at Muktsar Centre.

The report submitted on June 23,2010 had further observed: “The declaration of Najot Saini and Simranjit Singh Dhillon’s result was illegal and unlawful and should be revoked. The result should be cancelled,as they had dishonestly taken the examination at Muktsar Centre on the basis of forged documents and in blatant violation of university rules and regulations.” Legal action was also suggested against all those involved in the act.

The second inquiry committee had recommended that disciplinary proceedings be initiated against delinquent officials.

On September 28,2010,the V-C marked the matter to the retired Justice K C Gupta. The report submitted four months later indicted several PU employees. It stated: “Declaration of result was allowed illegally by making dubious note at the cost of Panjab University,whose reputation has suffered badly. Senior assistant Hussan Lal is guilty of preparing false and illegal pasting in order to help students to take exams at Muktsar Centre instead of Chandigarh centre for ulterior motive or consideration. His action cannot be justified.” The report had also indicted Rajesh Bhasin,the then superintendent and Arun Behl,assistant registrar (examination) along with the two students.
