CFSL stands by report on voice samples

The Central Forensic Science Laboratory (CFSL),Chandigarh,has reaffirmed the scientific veracity of its report on the voice samples of Union Minister for Steel Virbhadra Singh and his wife Pratibha Singh,on the basis of which the state’s Vigilance and Anti-Corruption Bureau had registered an FIR against the two on charges of corruption.

The case was listed for hearing before Justice Kuldeep Singh of the Himachal Pradesh High Court on Friday.

In his replies filed before the court,CFSL Director S K Shukla said all requisite tests were conducted in accordance with the laid down procedures for testing the voice samples sent by the state’s investigating agency. “The report is based on the auditory analysis of earlier recorded speech sample of the speakers. It’s wrong to say that the report is on the ‘dotted’ lines…” he said.

The replies were filed in the case that Virbhadra had filed,seeking quashing of the FIR,which he alleged was filed purely on political considerations. He has also contested the authenticity of the audio disc released by former Congress minister Major Vijai Singh Mankotia (Retd) and denied it was his voice on the tapes.

The state government,too,has filed its replies in the case,opposing Virbhadra’s plea.

The CFSL has taken the plea that since it functions under direct control of the Central government,there was no question of any interference from the state governments. “The lab enjoys credibility and reputation in conducting tests,which it does using modern scientific methods of analysis,” says one of its replies.

Appearing for the state government,senior lawyer and former BJP MP Satya Pal Jain opposed Virbhadra’s plea seeking quashing of the FIR and said the case was registered on the basis of an inquiry conducted by a senior IPS officer,A P Singh,statements of witnesses and identification of the voices of the accused. After becoming the Union minister,Virbhadra Singh had appointed Singh as his private secretary.

The case was adjourned for March 8 as the counsel for Virbhadra Singh sought time to file rejoinders to the government’s replies. Beside R S Cheema,a leading lawyer from Chandigarh,advocate Sharwan Dogra,too,appeared on behalf of the Union minister.
