Show-cause notices sent to 14 people for operating dairy farms without permits

The Panchkula administration has initiated process to take legal action against people allegedly responsible for cattle menace.

Sub Divisional Magistrate (SDM),Panchkula,Sharandeep Kaur Brar,has passed a conditional order under Section 133 of CrPC declaring cattle menace a public nuisance.

Show cause notices have been issued to 14 people in this regard for September 19 – Rakesh and Des Raj – both residing near Sector 5 Mansa Devi Complex (MDC) police station,Ali,Raffi,Shyam,Sahab Jaan and Multan – all residing near Industrial Area Phase II,Amra of Kharakmangoli village,Nazar of Azad Colony in Sector 23,Sadhu from Majri Chowk,Mehar Deen who lives near Nalla Budhanpur village,Khillu who resides in Azad Colony near bridge,Natta near Nallah of Budhanpur village and Jeet Ram,who lives near bridge of Sector 25.

It was not an easy task for the Municipal Corporation (MC) officials as no one would willingly admitted to owning or milking the stray cattle. The officials decided to spread information that they would offer plots for dairy activities to people who had stray cattle. The trick worked and these people,who have about 100 animals each,came forward and contacted MC officials.

K K Jain,Executive Officer,MC,submitted to SDM that these 14 people keep their buffaloes and cows in residential areas. He also submitted that they were running the dairy farms without obtaining licence permission under Haryana Municipal (Cow Houses) Bylaws,1978.

The SDM also mentioned in her order that,“many complaints have also been received from the inhabitants of the area that these roaming animals are causing roadside accidents. They are a public nuisance on the road and residential area due to cow dung.”

After the confirmation of this order,the police is empowered to register FIR against these 14 people for non-compliance of SDM orders under Section 188 of IPC.
