The Punjab cabinet on Friday rejected the proposal of the Union government to set up the National Counter-Terrorism Centre (NCTC) terming it against the concept of federalism.
The cabinet,in its last meeting before the formation of a new government next month,met here under the chairmanship of Chief Minister Parkash Singh Badal,and also disagreed with the draft water policy circulated by the Centre as it impinges upon rights of the state government.
Earlier on February 17,SAD patron Parkash Singh Badal had reacted strongly against the proposal to set up NCTC describing it as a directly collaborationist measure by the Centre in an attempt to usurp whatever is left of the states authority in matters of governance.
With only 12 out of the 18 ministers – Deputy Chief Minister Sukhbir Singh Badal was not present as he is in Mumbai for some personal work – the cabinet also gave ex-post facto approval to the additional Government of Punjab Guarantee worth Rs 1,500 crore to the Punjab State Power Corporation Limited for 2011-2012.
It also also approved the recommendations of the State Cultural Affairs Department for creation of Immersive Experience to be executed by Gurgaon-based Tricolor India Schauspiel Private Limited at Banda Singh Bahadur War Memorial,Chapar Chiri,in SAS Nagar.
The cabinet also allowed the Cultural Affairs Department to utilize Rs10 crore out of Rs50 crore corpus for the repayment of instalments of the principal amount against the loan taken for the completion of Virasat-e-Khalsa Heritage Complex at Sri Anandpur Sahib. It also approved the annual administrative report of the State Irrigation Department for 2008-2009.
It later recommended to Governor Shivraj Patil the dissolution of the legislative Assembly under Section 15 (sub section 2) of the Peoples Representation Act,1951,paving way for the constitution of the fourteenth Assembly after the election results are declared on March 6.
Earlier,the cabinet thanked the people of Punjab for helping in the preservation of atmosphere of complete peace and communal harmony in the state during the past five years.
