Amit Shah announces Haryana decision to raise creamy layer cap from Rs 6 lakh to Rs 8 lakh

Union Home Minister Amit Shah announced on Tuesday the enhancement of Backward Classes’ creamy layer income cap in Haryana from Rs 6 lakh to Rs 8 lakh, on par with the reservation norms for Backward Classes in other parts of the country.

“Another decision that Chief Minister Nayab Singh Saini’s cabinet has taken is that earlier there was 8 per cent reservation for Group-A in panchayats and municipal bodies. In addition, 5 per cent reservation will also be implemented for Group-B in these institutions. The 8 per cent reservation will also remain intact,” Shah said.

Before Amit Shah finished his address, the Haryana Government issued a notification in this regard, which the BJP leader flashed from the stage.

Amit Shah was speaking at a Samman Samaroh held by the state government in Mahendragarh. This was Shah’s second visit to Haryana since June 29, when he addressed the BJP’s state executive meeting at Panchkula.

Amit Shah further said, “They (Congress) are planning to give reservation to Muslims if they come to power. We will not allow anybody to take away your rights.”

Taking a dig at Bhupinder Singh Hooda and the Congress, Amit Shah said, “When elections are coming, Bhupinder Singh Hooda starts chanting OBC-OBC-OBC. It was Rajiv Gandhi who had opposed OBC reservation. However, the BJP gave constitutional status to OBC reservation after forming the government in 2014. We ensured reservation in Sainik Schools, NEET, Navodya Vidyalayas… These historic decisions were taken by the Narendra Modi government and from today, Haryana’s BCs will also benefit from this.”

Assembly Speaker Gian Chand Gupta, Om Prakash Dhankar, Bhiwani-Mahendragarh MP Dharambir, Kiran Choudhry, Rambilas Sharma, several state ministers and other MLAs also attended the public meeting in Mahendragarh.

“Since Narendra Modi became prime minister of India (in 2014), people of this area have consistently supported him and the BJP. Till 2014, only one BJP MLA, Pt. Rambilas Sharma, used to get elected from this district (Mahendragarh). Soon after the LS polls of 2014 concluded, all the seats of this district went to the BJP. For the first time (since 2014), the BJP got an absolute majority and formed the government in Haryana,” Rao Inderjit Singh said.

“In 2019, when Narendra Modi got 304 MPs, our count reduced from 47 to 40. But this district, especially its OBCs and Bcs, has shown its faith in the BJP. After Narendra Modi formed the government, a Backward Classes Commission was constituted. Although Amit Shah comes from a Baniya family, we consider him the Chanakya of our party. Backward Classes got constitutional status only due to him, due to our party across the country,” the Union minister added.

Backward Class people whose annual income is less than Rs 8 lakh are eligible for reservation as per the Centre’s norms. “In Haryana, however, it was not implemented and Rs 6 lakh was the cap. Today, we hope this reservation is enhanced to Rs 8 lakh per annum in Haryana also. I hope that we are going to get it today,” he added.

Chief Minister Saini, who also comes from an OBC community, said it was the second time in the last 18 days that Shah had come to Haryana. “I welcome and thank him,” he said.

“The BJP is the only party that takes maximum care of Backward Classes and gives them maximum representation. At least two MPs from Backward Classes are part of the Union cabinet today. Other political parties have never done this. Their mentality had been anti-SC/ST. They promoted nepotism. The Congress never allowed a Backward Class person to become the chief minister. It is for the first time that Haryana has got a Backward Class chief minister, thanks to the BJP,” Saini said.

Amit Shah highlighted various welfare schemes launched by the BJP government since 2014 for Backward Classes. “Do you want a BJP government in Haryana for the third time or not? Do you want to make Haryana the number 1 state or not?” thus began his address.

“Haryana is known for three things—Mothers of this land have sent most of their sons to armed forces; maximum medals have been earned in international championships by my Dhakads from Haryana; Haryana’s farmer was the one who led the green revolution. The entire country salutes this Haryana,” he said.

The Union home minister lashed out at the Opposition Congress over corruption, nepotism, and deteriorated law and order situation.

‘Who are you to ask for hisaab? Baniye ka beta hoon…’

“I was reading the newspaper on my way. Hooda Sahib has launched a campaign, Haryana Maange Hisaab. I have come with the hisaab of our 10-year tenure. Who are you to ask for hisaab? Baniye ka beta hoon, payi-payi ka hisab le kar aaya hoon. What did you give to Haryana in your 10 years tenure, only Rs 41,000 crore? Narendra Modi and Manohar Lal Khattar gave Rs 259 lakh crore, which is six times more money than what you gave to Haryana.

“Our chief minister does not need to debate with you; our Yuva Morcha leader is capable of debating with you. You can give hisaab of polarisation, nepotism, dynasty rule, but you can not give hisaab of development,” Amit Shah said.

Amit Shah also said most of the crops are procured on minimum support prices in Haryana.

“Ownership rights to people in Lal Dora, literate panchayats, 50 per cent reservation for women in panchayat institutions, potable water, first Ayush university, maximum GST collection, highest per capita contribution, milk production, social security pension, and over 40-fortune companies are all in Haryana,” Shah said.

Citing names of five village panchayats and the amount that the Haryana Government had spent there, Amit Shah said, “I have a record of how much money the BJP government has spent in 6,225 villages. Our party workers go to each and every village panchayat and give hisaab to the people of Haryana. I would like to urge Chief Minister Nayab Singh Saini to hold a Samman Diwas and organise a meeting of all these 6,225 panchayats.”
