48 officers’ flats: Estate office serves demand notice of Rs 1.73 cr on CITCO
Last year, the estate office in the month of July had given possession of the flats to the health department to be used as hostel for nurses and doctors.

Just a year after the Chandigarh estate office had given them the possession of over 48 officers’ flats on the premises of Hotel Parkview in Sector 24, the department of estate office has issued a demand notice of Rs 1.73 crore to the Chandigarh Industrial and Tourism Development Corporation Limited (CITCO) which is outstanding rent of the said building.
Last year, the estate office in the month of July had given possession of the flats to the health department to be used as hostel for nurses and doctors.
This was because the CITCO had failed to construct a convention centre or a banquet hall by converting 48 officers’ flats, even after getting a grant of Rs 9.5 crore. The property is owned by UT estate office.
Interestingly, the flats (number 1201 to 1248) are still lying abandoned as even the health department didn’t utilise them. These flats were to be used as a hostel for nurses and doctors.
The hotel was originally known as Yatri Niwas and had three blocks of apartments, including 24 each in two blocks and 48 officers’ apartments in the third block.
As per the demand notice, the UT estate office has directed “CITCO to deposit the outstanding dues of Rs 1.73 crore to UT estate office within one month, failing which legal proceedings will be initiated”.
What does the notice say
The notice written to the manager accounts, Hotel Parkview, Sector 24, Chandigarh, regarding demand notice for outstanding dues against officers’ apartment in respect of Hotel Parkview, Sector 24, Chandigarh, stated, “You are requested to deposit the outstanding dues amounting to Rs 1,72,68,029 as already intimated to you by the office of Assistant Controller (F&A). You are requested to deposit the same through demand draft in favour of ‘Estate Officer UT Chandigarh’, within one month from the date of issuance of this letter, failing which legal proceedings as per rules will be initiated.”
The background
In 2014, the UT administration had directed them to convert the officers’ flats into a convention centre or banquet hall. In first go, it provided CITCO Rs 5 crore in 2017 and then Rs 4.5 crore in 2019 for the project that was envisioned to provide space for exhibitions and meetings.
However, nine years later, CITCO in April informed the administration that the site was not viable for the project and instead proposed to construct the centre in Sector 31.
