Collect ID proof of residents, conduct background checks of cooks: Bengaluru police to PG owners

The Bengaluru police have issued fresh guidelines for PGHs (paying guest houses) amid a rising number of complaints about violations of rules from residents.

The police have directed PG owners to get the requisite licence (trade licence) from the Bruhat Bengaluru Mahanagara Palike (BBMP). In November, BBMP’s Tushar Giri Nath stated that the civic agency was working on a framework to regulate PGs and bring them under the civic agency’s ambit.

The police have also directed PG owners and management to collect identity proof and recent photographs of all individuals staying on their premises; record details of blood relatives of paying guests, along with their mobile numbers, and maintain a separate log for visitors.

The PG owners must also comply with the Karnataka Public Safety Act, 2017, by installing CCTV cameras and implementing necessary safety measures to address fire hazards.

The police have directed the PGHs to crack down on illegal activities such as the consumption and storage of drugs. The PGHs must also display prominently the phone numbers of essential services, including the local police station, emergency response (112), medical services (103), cybercrime (1930), etc. Additionally, they must also ensure the availability of first aid equipment.

“Conduct thorough background checks, including police verification, for individuals recruited for duties such as cooks, security guards, and others. Recruitment should only proceed after address verification and obtaining information about blood relatives. Maintain proper documentation for such information,” the guidelines issued by the police state.

In the case of foreign nationals, they must provide information to the local police station directly or online, as per Form C under the Registration of Foreigners Rules, 1939.

Moreover, the police have directed the PGHs to admit only those individuals who have been authorised to reside and to adhere to the Supreme Court order restricting the use of loudspeakers between 10:00 pm and 6:00 am.

“Acknowledge that in the event of any untoward incident occurring due to a lack of safety measures or precautionary measures, the concerned PG owner or manager is directly liable,” the police have stated.
