Bengaluru civic agency rolls out new online building approval plan scheme

The Bruhat Bengaluru Mahanagara Palike (BBMP) on Monday rolled out a ‘Nambike Nakshe’, a new scheme which simplifies the process of obtaining building plan approvals. Under this scheme, property owners planning to build new houses of upto four floors less than 50 x 80 square feet can obtain approval online without going to BBMP offices.
After launching the new scheme, Deputy Chief Minister and Bengaluru Urban Development Minister D K Shivakumar said the scheme would be initially rolled out in the R R Nagar and Dasarahalli zones and would be implemented in other parts later.
Under the new system, the registered engineer or architect will have to carry out a site inspection and verify the documents at the stage of plan approval. Later, the property owner will have to upload the required documents, including site documents, on the BBMP website – https://bpas.bbmpgov.in/BPAMSClient4/Default.aspx?TAV-1.
These documents will be shared with the Karnataka State Remote Sensing Applications Centre (KSRSAC) to check buffers required for nala (Primary, Secondary and Tertiary), lake, heritage buildings, railway boundary, etc. Once the software automatically scrutinises for compliance with zonal regulations and bye-laws, a detailed scrutiny report will be forwarded to the registered engineer and architect.
In the second stage, the software will share the automated fee payment challan with the applicant and they will have to pay the fee within 45 days online. As soon as the fee is paid, the provisional building license and plan in PDF format will be shared.
A copy of the same will be forwarded to the ward assistant revenue officer, assistant engineers, and town planners, who will have to verify the documents and submit the report to the zonal assistant director, Town Planning, within a week. Within 15 days, the BBMP plans to issue a final building license with a digital signature.
Shivakumar also said in case the zonal assistant director does not approve the provisionally approved plan within 15 days, the license and plan will be treated as deemed approved by the software and the final license and plan will be issued.
Shivakumar said last year, 9,000 people were issued sanction plans and the number is likely to go up to 10,000 this year. “We would like to follow a trust-based system where we are giving the freedom of self-declaring their property details to the public and engineers and architects. This was one of the 70,000 suggestions that came as part of the Brand Bengaluru initiative. This is the first of many and we will implement many more suggestions in the days to come,” he said.
