The Gujarat High Court (HC) Wednesday directed the Ahmedabad Municipal School Board (AMSB) authorities to give registration numbers to 2,200 children who are taking special training at Gyan Shalas a special mechanism erected under the Sarva Shiksha Abhiyan (SSA) project of the government to bring school dropouts or never-enrolled students into the mainstream education in different parts of the city within 10 days.
A division bench of the HC,comprising Acting Chief Justice V M Sahai and Justice J B Pardiwala,passed an order in this regard while acting on a public interest litigation (PIL) moved by a trust which said the AMSB authorities were not giving the registration numbers to these children without which they could not secure admissions in government or private schools.
The petitioner organisation has been identified as Education Support Organization,which is running Gyan Shalas in different parts of Ahmedabad while running Special Training Programme (STP) for the dropouts or never-enrolled children between the age group of 6 to 14 years belonging mainly to slums. Gyan Shalas are being run by the petitioner organisation in Ahmedabad under the SSA project.
According to the petitioner,this year 2,200 children cleared their STP at Gyan Shalas. Now,for getting admission in school of their choice,the students are required to get a general registration number from the AMSB which is called their GR.
However,this year,the AMSB authorities did not provide the GRs to the children in spite of several reminders by the petitioner organisation and by the state project director of SSA. Following this,the petitioner organisation moved the PIL.
Acting on the PIL,said a press release issued by the petitioner organisation,the HC bench ordered the AMSB authorities to set up a committee to visit around 113 Gyan Shala centres and to verify the list of children provided by the Gyan Shala and then to issue them the GRs.
The court ordered to start the verification in three days and to complete in 10 days. The court has also asked involvement of Ahmedanad Municipal Commissioner for effective implementation of the order.
