Door-to-door drive: To boost fund collection in Gujarat, Congress to take a leaf out of Kerala book

The Congress plans to complete its process of appointing its district leadership in Gujarat by May 31, and is looking to adopt the Kerala model, where its district leaders are involved in door-to-door fund collection, in the state.

Sources in the party said on Wednesday that it has asked its AICC and state observers to camp for two weeks in the districts assigned to them and conduct interviews on block and booth level.

A senior party leader said: “We plan to adopt the Kerala model where our DCCs also collect funds for the party on the ground. We have told our leaders who are overseeing the appointments that they must follow an eight-step method to narrow down on probable candidates. They have to submit a report to the state president for Gujarat by May 15, after which the state president and general secretary for the state will narrow it down further, ensuring caste, gender and community wise balance. After that, they will send the proposal to the Congress president who will take the final decision. The whole process will be completed by May 31.”

A political affairs committee will also be formed in each district, and the unit chiefs will be called for central election committee (CEC) meetings to express their views before finalising candidates for state elections.

The high command has instructed the observers to follow an eight-step process for the drive, which will include the observers spending two weeks in the district, speaking with party workers and leaders on the ground, seeking applications, interviewing prospective candidates and then shortlisting a panel to be sent to the state president and general secretary in charge.

A five-member committee, comprising an All India Congress Committee (AICC) observer and four Pradesh Congress Committee (PCC) observers, are overseeing the process of appointing 41 new district chiefs in Gujarat. The party says that the exercise in Gujarat is a pilot project and will be implemented across the country.

On Saturday, the Congress had appointed observers for the selection of the party’s district unit presidents in Gujarat. A total of 43 AICC observers and 183 PCC observers have been given the task.

The Congress high command has said the DCC presidents will be empowered, made accountable and they will also have a say in the selection of party candidates.
