Seva, Suraksha are core values of Home Guards and Civil Defence organisations: Amit Shah

Union Home Minister Amit Shah made these remarks on Tuesday while attending the two-day 14th All India Annual Conference of Home Guards and Civil Defence being held in Gandhinagar.

‘Seva’ and ‘Suraksha’ are important aspects of our culture that form the core values of the Home Guards and Civil Defence organisations, said Union Home Minister Amit Shah while sharing that the central government has planned a massive overhaul of the charters for them. This will be the first change made to the charters of these organisations in over 50 years, said Shah.

He made these remarks on Tuesday while attending the two-day 14th All India Annual Conference of Home Guards and Civil Defence being held in Gandhinagar.

Shah started off by congratulating Gujarat cadre IPS officer and Director General Vivek Shrivastava for organising the first annual conference in 20 years and admitted to a ‘mea culpa’ for not being able to pay attention to the Home Guards and Civil Defence sectors during his tenure as Union Home minister.

Talking about the core values of the two organisations, Shah said, “ ‘Seva’ and ‘Suraksha’ are important aspects of our culture that are embodied in Home Guards and Civil Defence… Today, while I am here, I want to make public my difference of opinion (matbhed) with a judgment of the Supreme Court. Some years ago, it gave a judgment where there was an attempt to link the Home Guards and Civil Defence (organisations) to their earnings. While I agree that an increase in pay is necessary but the root of these organisations is Seva (service). It is the feeling of coming forward and volunteering to serve the society.

“If we kill this feeling with a judgment, these organisations will become just another workplace. These organisations unite society and service. It is our duty to uphold these values. Seva and Suraksha can be together at these organisations,” Shah said.

On the overhaul of their charters, Shah said, “In the next four months, we will make changes to your charters to make them relevant to modern times.

“Initially it was mainly the duties during wartime… But if there is no change in the charter in 50 years, it becomes obsolete. Requirements of the country have changed in 50 years. While war may not happen, we can help in disaster management and traffic. The planning (for this) is at a nascent stage,” the Union minister said.

“We want to involve Home Guards and Civil Defence in disaster aid, Swachh Bharat, Nasha Mukt Bharat, women protection, women empowerment, helping in nutrition, vaccination drives and TB programme among other initiatives. We also want (their) involvement in cyber awareness and environmental issues. You can also help in stopping the dropout rates in education,” he added.

Shah urged the Union and state leadership of the Home Guards and Civil Defence to stay back for at least one more day to discuss the overhaul.
