Home Ministry replies to Vijay Mallya’s 3 questions

Replying to the last question, Minister of State for Home Affairs stated that no proposal from Karnataka for setting up Coastal Police Stations, initiated in December 2013, was received.

On a day Rajya Sabha Chairman Hamid Ansari accepted the resignation of the beleaguered businessman Vijay Mallya, the Home Ministry replied in the Upper House on Wednesday to three untarred questions.

In one question, the Rajya Sabha MP from Karnataka wanted to know whether the Karnataka government had referred on August 19, 2015, the Karnataka State Motor Vehicles (Special Provisions) Bill, 2015 for obtaining assent of the President of India, and by when the assent to the Bill would be communicated to the state government.

In another question, Mallya wanted to know whether the Karnataka government had on August 17, 2015, referred to the Home Ministry the Karnataka Municipal Corporations (Amendment) Bill, 2015 for getting the assent of the President, and by when the assent would be communicated to the state.

The third question from Mallya pertained to whether the Karnataka government had in December 2013 and December 2014, respectively, proposed setting up Coastal Police Stations and increase in sanctioned strength of Railway Police; the present stage of consideration of these proposals in the ministry; and by when these proposals are likely to be approved.

Replying to the last question, Minister of State for Home Affairs stated that no proposal from Karnataka for setting up Coastal Police Stations, initiated in December 2013, was received. However, under the Coastal Security Scheme, nine coastal police stations have been sanctioned to Karnataka, the minister said.

Rijiju added that no such proposal for increase in sanctioned strength of Karnataka Railway Police is under consideration at the level of Ministry of Railways.

Replying to the question on the Karnataka State Motor Vehicles (Special Provisions) Bill, 2015, Minister of State for Home Affairs Haribhai Parathibhai Chaudhary stated that it was forwarded by the state government for assent of the President and received by the MHA on September 1, 2015, and that the assent of the President to the Bill was obtained and conveyed to the state government on February 15 this year.

On Mallya’s third question pertaining to the Karnataka Municipal Corporations (Amendment) Bill, 2015, MoS Home Chaudhary replied that it was received from Karnataka by the MHA on August 10, 2015.

The Bill was examined in consultation with the concerned central ministries or departments and their views on the Bill were conveyed to the state. Clarifications received from the state have since been shared with the concerned ministries and departments in order to process the Bill further, Chaudhary stated.

The minister added that as the Home Ministry has to depend on the comments or clarifications of various ministries and departments and the state government on the provisions of the Bill, it is difficult to fix a time frame for its approval.

As reported earlier by The Indian Express, a Parliament Question for the ongoing session from Mallya had also popped up in the Railway Ministry.

Mallya was keen to know about India’s proposed bullet train project between Ahmedabad and Mumbai.
