The Pune Municipal Corporation (PMC) is planning to join hands with the state labour department to make the real estate industry in civic jurisdiction abide by the labour laws and ensure their welfare of building building construction workers.
“It is mandatory for all developers to register themselves if they have more than 10 construction workers or labourers on the construction site as per the building and other construction workers (regulation of employment and conditions of service) Act 1996. This makes it mandatory for the developer to implement safety measures for the construction workers as well as implement the welfare schemes,” said Municipal Commissioner Kunal Kumar.
He said that the PMC will direct all the developers to submit their details on implementation of the Act and would verify the same with the labour department . “The developer will have to furnish the information every six months. The PMC is also planning to make it compulsory the registration of developer with the labour office while giving permission for building construction,” Kumar said.
There are a total of 16 welfare schemes for registered construction worker, which includes financial assistance of Rs two lakh to the legal heir in case of death of registered workers, Rs one lakh of financial assistance to registered workers in case of 75 per cent or more permanent disability. A medical assistance of Rs 25,000 for the treatment of serious ailments for registered worker and family members along with financial assistance for the education of children of workers.
According to a labour department officer, there are very few construction companies that come forward and register their workers with the labour department. “If the PMC and labour department work together, then a lot of issues of the construction workers could be sorted out,” he said. The labour department has initiated an inquiry into the incident of Balewadi to verify whether any labour laws were being violated at the site, officer said.
