Ban on uncertified CNG kits: Pollution control body backs Delhi govt’s move, market spooked

The transport department geared up for an inquiry into allegations of uncertified CNG kits being fit in cars, even as environmentalists backed the Delhi government’s ban on registrations, while installation centres and distributors expressed worry over losses.

Sources said Transport Minister Satyendar Jain discussed the roadmap for the inquiry with officials Wednesday. “There will be a full-fledged inquiry and there is no fixed time frame. Till then, the transport department will not register any cars retrofitted with CNG kits. Company-fitted CNG cars will be registered, however,” said a government official.

Expressing concern over fitting of uncertified CNG kits by unauthorised dealers, the government has indefinitely banned registration of cars converted to CNG fuel through fitting of CNG kits. The order came after an investigation into complaints by Aam Aadmi Sena party and a private company alleging that substandard kits were being fit in vehicles and these were more polluting.

The Supreme Court-appointed The Environment Pollution (Prevention and Control) Authority (EPCA), which had recommended to the apex court that all cabs in Delhi should be CNG-run, favoured the government’s decision.

EPCA chairperson Bhure Lal said, “The government’s move is not connected to us. It is their prerogative and they have the right to put on hold registrations if substandard kits are being used. If these blow up and people are injured, all our efforts to cross over to CNG will take a back seat.”

At present, CNG kits graded as OBD 2 are in use. However, the transport department got complaints of OBD 1 kits being installed.

“Besides 243 government-approved retrofitment centres, there are over 300 unapproved ones and these have been selling OBD 1 kits. These kits damage the environment,” said Vikram, owner of CNG Expert workshop. The ban is expected to hit the market. “Every month, almost 5,000 petrol cars were being converted to CNG,” said Vikram.

Another workshop owner said, “OBD 1 kits are about Rs 10,000 cheaper than OBD 2. The unauthorised workshops fit OBD1 at OBD 2 rates.” Chakshubehn of Jaipur Auto Service said, “The government itself was promoting CNG. This is not a good move at all.”
