The misery of Panchkula commuters owing to pothole-riddled roads is here to stay with the Panchkula Municipal Corporation receiving poor response for tenders for repair of roads for the third time.

The corporation had re-invited six tenders worth Rs 17 crore for repair and re-carpeting of internal roads of various sectors. The bids were opened on Thursday. The civic body received single bids for four tenders and the remaining two were cancelled recently, after the construction material used by the contractors failed the laboratory test.

“Out of the six tenders, we have received single bids for the three of them, while no bids were received for the remaining three. Since, this is the third time we have received single bids, we have written to the director, urban local bodies department to re-consider the case. If they agree to it, then we will go ahead and allot the tenders to the contractors,” said superintending engineer Anil Mehta.

This is the third consecutive time that the MC has received poor response for tenders for repair and re-carpeting of roads. After cancellation of first tenders last year, the MC had re-invited the six tenders for the second time on September 24, 2015. Of the six tenders, four were cancelled due to single bids and two were allotted.

But the work was stopped before it could begin, after the construction material used by the contractors failed the laboratory test at Shree Ram Laboratories, Delhi, leading to cancellation of tenders on February 24.
Fresh bids were invited for the six tenders on Thursday. While the municipal councillors held that it was owing to the pending inquiries that have left the contractors apprehensive about taking up work in Panchkula, the results have left the residents in despair once again.

After four years, the MC had started repair of roads amid much fanfare in March last year. But it was soon stopped after it got embroiled in controversy owing to complaints from the residents.

A vigilance probe was ordered by Haryana on the alleged use of sub-standard material by the contractors for repair of roads, which is still pending with the department and the work remains suspended.
