A year and a half after it was first envisioned,the public-private partnership (PPP) model for setting up dialysis machines across the city is still to take off. In an effort to speed its implementation,the Delhi Health department is considering a new model based on the Andhra Pradesh project.
For the first time,the government is trying to eliminate the initial screening process for interested private partners and directly invite proposals from all companies. A senior official from the Health department said,Health Minister Dr A K Walia visited Hyderabad last month,where dialysis machines on PPP basis have been running successfully. We have suggested adopting this measure here.
There are two initial steps involved before opening the bidding process for the PPPs on the Tahirpur and Janakpuri super-specialty hospitals,as well as a similar venture to involve private partners in setting up radio-diagnostic facilities at government hospitals.
The first is the request for qualification,where companies submit their credentials and experience in the area,on the basis of which the government shortlists parties. The selected companies then send their proposals in a second stage request for proposals. It will save time if we manage to club the screening stages, the official said.
Sources in the governments PPP cell said the Health minister is likely to give the go-ahead on this soon. We are already revising our proposal. After it is finalised,we will use it to invite private partners, he said. Experts from Maulana Azad Medical College and the University College of Medical Sciences are helping Health department officials.
