In the biggest bureaucratic shuffle ever, Prime Minister Narendra Modi late on Tuesday approved the transfers and appointments of 48 Joint Secretary-level officers, most of whom were perceived to be close to the UPA government or had worked in the office of Congress Chief Ministers in the state.
According to sources, the orders were issued after a detailed background check by Intelligence Bureau in September in Delhi as well as in the home cadres of the officers to look for their links with the Congress ministers.
A few of the appointments are central deputation for officers who were working in their parent cadre. While most of the transferred officers are from the Indian Administrative Service, a few are from central services such as Indian Postal Service and Indian Revenue Service.
The swiftness with which the order was issued is depicted from errors in the list where one officer has been named twice while postings of three officers have been done even without the customary approval of the Civil Services Board, which is headed by the Cabinet Secretary.
