Former home secretary V K Duggal was appointed the Governor of Manipur on Monday. He will take charge from former CBI director Ashwani Kumar who holds the charge of both Nagaland and Manipur. A press note released by Rashtrapati Bhawan announced Duggals appointment. Kumar,who was appointed the Governor of Nagaland in March this year,was sworn as the Manipur Governor after Gurbachan Jagat completed his term in July this year. A 1968-batch IAS officer,Duggal has never been without a job,managing to bag one post-retirement assignment after another. He is presently member,National Disaster Management Authority (NDMA). He had retired in 2007 as Home Secretary and was appointed as a member of the commission on Centre-State Relations immediately after. Shortly before the commission was to submit its report,and thereafter cease to exist,Duggal was appointed a member of the Telangana Committee. Once that committee finished its work,he got yet another assignment as member of the task force headed by Naresh Chandra to review the countrys security apparatus. Duggal heads a sub-group on internal security. As a member of NDMA,since June 2012,Duggal enjoyed the rank and status of a Union MoS. He was also made incharge of recent Uttarakhand flash floods.
