One reason why the ministry allocation took so long was that nobody wanted the Law Ministry. After the fall from grace of the previous incumbent,H R Bhardwaj,most senior Congress leaders did their best to avoid getting saddled with the ministry. Kapil Sibal,the obvious choice,was not interested. Finally,the Prime Minister personally prevailed upon Veerappa Moily to take charge. But,Law Ministry officials feel Moily won’t want to continue for long.
