Year-end is a time for all the ministries and departments to tom-tom their annual achievements. So every ministry came out with detailed year-enders listing the progress made in 2009. The Culture Ministry,however,was not so lucky. Its year-end review has still not been issued,apparently because the PMO insists that the Prime Minister,who has kept the ministry under his own charge,has to approve it.
