Even as the NC-Congress government in J&K continues to drag its feet on the issue of implementing the 73rd and 74th Constitutional amendments — both dealing with the panchayati raj system — in the state,nine sarpanchs and panchs from the state on Thursday asked AICC general secretary Rahul Gandhi to prevail upon Chief Minister Omar Abdullah to implement the same at the earliest.

The sarpanchs and panchs,who met Rahul for 50 minutes,asked him why despite being part of the state government and statements by Congress leaders about the need to implement the two amendments in J&K,the Congress was unable to prevail upon its coalition partner on the issue.

“We told him that if the other party (NC) was not listening to it,why doesn’t the Congress walk out of the government? How long can people be expected to watch this drama where Congress leaders say the amendments should be extended while the NC refuses to do so?” asked Shafiq Mir, Poshana sarpanch and convener of the J&K Panchayat Coordination Committee.

Another sarpanch asked Rahul to ask his “friend” Omar why his government was not ready to pass on powers to the grassroots institutions.

The meeting assumes significance because it was held in the backdrop of recent killing of sarpanchs by militants and mass resignations. The delegation urged Rahul to ask the J&K government to ensure adequate security to sarpanchs and panchs. Rahul sent them to MoS,Home,Jitendra Singh,who told them that the ministry would take up the issue of security with the state government.
