PATNA, Sept 26: RJD President Laloo Prasad Yadav tonight said that the decision of the Union Cabinet not to re-recommend imposition of President's rule in Bihar was a victory for secular forces.``We are sure that President K R Narayanan rejected the recommendation of the Centre seeing no valid ground. There is no constitutional break down in the State. The Central recommendation was a vendetta against the duly elected government,'' Yadav said.The RJD chief said that he along with the Chief Minister Rabri Devi would meet the President tomorrow to thank him for upholding democracy and constitution. Referring to the Cabinet decision, Yadav said it was bound to happen when a President like Narayanan asked the government to reconsider the decision. Terming the earlier decision of the BJP-led government as ``politically motivated, unconstitutional and undemocratic,'' the former chief minister said no action should be recommended against a State government which enjoyed a thumping majority in the stateassembly.Defending the demand by a section of the politicians to repeal the Article 356 of the Constitution, he said there should be a debate on the matter. ``It should also be discussed whether the post of the Governor is necessary,'' the RJD chief.Meanwhile, former speaker of Lok Sabha Rabi Ray has asked Governor of Bihar S S Bhandari to submit his resignation to President K R Narayanan following the latter's refusal to dismiss the Rabri Devi Government.``He (Bhandari) should resign from the high constitutional post immediately as he has forfeited confidence of the President. His report on the law and order situation in Bihar has been rejected by Narayanan and this shows that he had submitted a misleading report,'' Ray told on Saturday.Hailing Narayanan decision, the former Speaker said the President has not bent before any outside pressure. The decision of the President had again proved that he could rise above partisan considerations when needed to defend the Constitution, maintained Ray.
