NEW DELHI, SEPT 13: Prime Minister Atal Behari Vajpayee might have won the first round of his battle with RSS by getting Sangh nominee Govindacharya dropped from BJP's team of office-bearers, but the Sangh Parivar has hit back by asserting that it would start construction of Ram temple in Ayodhya next year ``with no concern for stability of governments, at the Centre or UP.''``Within one year, we will have enough material (carved stones) to construct the temple, complete with its plinth, outer structure and sanctum sanctorum. The construction may commence any time decided by sants at their Dharma Sansad in Allahabad from January 19 to 21 next year'', Onkar Bhave, joint general secretary of Vishwa Hindu Parishad told The Indian Express yesterday.The Ram Janmabhoomi Trust leaders will brief the VHP's Margdarshak Mandal (guiding body) meeting at Goa on October 18 and 19. It would meet again at Allahabad during Kumbh Mela on January 19. The date would be announced at a Sant Sammelan on January 21, Bhave said.The Sangh Parivar has been angry with Vajpayee for side-stepping its agenda as well as its men, both in the Government and the party. By raising issues like temple construction, which does not figure in the NDA agenda, it seems to get back at him.Bhave brushed aside suggestions that any move to construct the temple would be opposed by NDA partners, resulting in political instability at the Centre as well as in UP. ``We don't care. Isn't instability triggered off by other reasons like corruption, nepotism and vested interests? Why blame us only'', he said. ``Let anybody's (Vajpayee's) head hang in shame. Let governments fall, we don't care'', he said.Have VHP leaders consulted its ``ideological ally'', the BJP, on the issue? ``No. We consult only religious leaders and no one else'', Bhave said: ``the preparations are almost done and we need only sants' permission to start work.''But, will the Government allow kar seva? The VHP leader dared the Government to use force. ``They have military, guns and explosives. We have people's power. Let's see who wins'', he said. But, he did not think this Government would ever use force on ``peaceful Rambhakta karsevaks'' as it would be forced to allow the construction in view of ``the enormity of the movement.''The VHP does not apprehend any social tension because of its movement. Bhave blamed then PM Narasimha Rao for triggering off violence in 1992 by calling the ``demolished structure'' Babri Masjid, arousing people's feelings. ``We will concentrate on Kashi and Mathura only after Ayodhya leg of our agitation is completed as we don't want to divert our attention and also, because we expect Muslims to accept our claim on other two shrines once Ayodhya temple is constructed'', Bhave said.The Parishad leaders are concerned about the lack of enthusiasm among their cadre - a la 1990-92 - about temple construction but hope to build a mass movement once the sants give them a go-ahead. VHP has already planned to whip up frenzy by taking out a rath yatra carrying a white marble replica of the temple from Jaipur to Ayodhya later this year.It presently has over Rs 10 crore as funds but Bhave did not feel there would be paucity of money once the project gets underway. ``Temple construction of course, requires much more money'', Bhave said.
