Apprehending violence during the Uttar Pradesh Assembly session commencing on February 28, Opposition Leader in the Vidhan Sabha, Azam Khan, today urged President A.P.J Abdul Kalam to depute an observer to ensure smooth conduct of voting on the no-trust notice against Speaker Kesari Nath Tripathi.

Khan reiterated that Tripathi should not be allowed to discharge his duties till the voting and that on moral grounds he should wait for the voting and resign on his own.

The Samajwadi Legislature Party leader alleged that in an attempt to save her Government and Speaker, Chief Minister Mayawati could stoop to any level. She can even prevent Opposition legislators from entering the House in the name of security, he added.

Azam Khan said unprecedented security arrangements are being made for the session and Mayawati’s motive behind this was doubtful.

Meanwhile, the SP has submitted a fresh no-confidence notice against the Speaker. The Vidhan Sabha Secretary had raised objections to the language and time of the notice served on February 7, Khan said. ‘‘We preferred serving a fresh notice instead of arguing with him on the legality of the previous notice,’’ he added.

On the application filed by the Union Government for the transfer of undisputed land to the Ramjanmbhoomi Nyas, Azam Khan said: ‘‘As the Government of all parties and people it should demand land for the construction of a mosque also. Here the Government has not acted as a secular one’’.

Under an ordinance issued on January 7, 1993 which became an Act on April 3, 1993, it had been clearly stated that the land should be transferred only after the final court verdict, Khan said, adding that the Government should wait for the final court verdict.
