NEW DELHI, SEPT 26: Negating recurring reports in the press that a majority of IAS and IPS officers in Uttar Pradesh are trying to avoid getting postings in Uttarakhand, UP government has informed the Centre that as many as 49 IAS officers have offered to join the new hill state. The sanctioned strength for Uttarakhand is 60. Disclosing this, UP Chief Secretary Yogendra Narain told The Indian Express here yesterday that the problems in deputing these officers to Uttarakhand would be ironed out in the next three weeks.

At a meeting in the North Block here last evening, Uttarakhand was discussed threadbare by V.C. Aggarwal — chairman of the advisory committee set up by the Ministry of Personnel to go into the issue of division of IAS, IPS and IFS officers in the soon-to-be-formed states of Uttarakhand, Chhattisgarh and Vananchal.

Yogendra Narain, Principal Secretary of the Hill Council, Principal Secretary to Chief Minister Ram Prasad Gupta and officials from the Home, Environment and Finance ministries were present.

Though Narain did not deny that there was unrest among UP officers, he held that after getting the nod from 49 officers, who were ready to move over to Uttarakhand, the problem of cadre division had been more or less sorted out.

Speaking to The Indian Express after the meeting, he said: “Some of them do have genuine problems. The Centre’s stand is to evolve some sort of a roaster system (of sending the officers on deputation to Uttarakhand). Of course, we are aiming to devise a fair and transparent system that will satisfy everyone.”

The advisory committee is scheduled to sort out the cadre division by October 30. While Uttarakhand was discussed today, similar issues pertaining to Vananchal and Chhattisgarh will be taken up shortly, it was learnt. Cadre division in these states is not too much of a headache for MP and Bihar as it is for UP.
