Soon after they took oath in the Assembly today, Chief Minister Uma Bharti and her newly-elected MLAs made it a point to call on BJP organising general secretary Kaptan Singh Solanki. So who’s this man? Loaned to the BJP, this RSS functionary will soon put in place a parallel unit to monitor the new government’s functioning.

Solanki and his confidante Arvind Singh Bhadoria, chief of the Yuva Morcha, will work on the monitoring units. According to a blueprint provided to The Indian Express, the structure headed by Solanki is built around a six-fold division of ministerial portfolios.

A three-member committee, drawn from the Sangh and BJP, will monitor each of these six divisions. For instance, agriculture, forests, panchayat, rural development, cottage industry, animal husbandry, tourism and culture form one division. The committee will report to Solanki who will take them up with the government.

Sources close to the CM said that care would be taken to ensure ministers don’t overlook direct requests from the Sangh. At least one member on the personal staff of each minister, sources said, would be a government official who has dealt with the Sangh earlier.

Each three-member committee will, in turn, draw upon feedback from an elaborate structure that goes down to each district and deeper. The interaction with district core committees will be through district sangathan mantris, always drawn from the RSS, and district chiefs and mahamantris.

The district core committee would be responsible for monitoring the conduct and accountability of administration officials, implementation of government schemes, status of satta, gambling and wrongdoings in liquor trade and the crime graph.

The blueprint also makes it clear that the committee would try and increase the participation of party workers in state-run schemes and look after ‘‘the self-respect of our workers under any circumstances’’.

The RSS will be an overt participant at every stage. Solanki is himself an RSS man on duty in the BJP, so are the district sangathan mantris. The district committees will report to a core commitee comprising a senior swayamsevak from the Sangh and another from associated organisations.

To ensure that the feedback from this elaborate machinery is acted upon, each of the six state level committees will also interact directly with the ministers concerned.
