LUCKNOW, Jan 10: Controversy over Kalyan Singh Government’s attempt to curtail Governor’s powers in appointing Vice Chancellor to State Universities has reached a flashpoint with Government likely to bring a bill in the Assembly session starting January 27 and UGC threatening to stop grants to UP Universities.

“I am consulting the Chief Minister about introducing a bill in the forthcoming Assembly session” Higher Education Minister Narendra Kumar Singh Gaur told The Indian Express today.

The UGC Director, M D Tiwari, meanwhile warned the State against amending the UP Universities Act, failing which UGC would be forced to stop all grants. “The UGC chairman has given his nod to put financial checks on UP Universities if State went ahead with the proposed amendment” Tiwari said.

That the Government was rethinking over the issue was apparent in the manner in which it withdrew the draft ordinance yesterday pending with the Governor for the past four days.

Gaur however, terms summoning of Assembly session as the reason for withdrawing the draft ordinance. “The ordinance becomes infructuous after Assembly session has been convened barely a fortnight later” Gaur said.

Summoning of the session on the eve of Parliamentary elections, meanwhile, too has created a controversy for the Opposition feels the Government was expected to tom tom its “achievements” in Governor’s Address violating Election Commission’s guidelines.
