A Group of Ministers will meet tomorrow to decide the fate of Ministry of NRI Affairs. It’s a delicate job, given that some ministries do not want to pass on part of their functions to the newly-floated ministry.

While Minister of NRI Affairs Jagdish Tytler is seeking a single-window role in handling non-resident Indians issues, including investment proposals, there is resistance from the ministries of External Affairs, Finance, Commerce, Home and Labour.

So far, all Tytler has are NRI issues and Special Kuwait Cell carved out of the Ministry of External Affairs. To give him a fair chance, the GoM has been formed with Defence Minister Pranab Mukherjee as chairman to end the turf tussle. Its members are the affected ministers.

Tytler’s wishlist includes Foreign Investment Promotion Board for overseas Indians and India Investment Centre from Finance Ministry, and Special Economic Zone for Overseas Indians from Ministry of Commerce which, the present holders say, are administratively difficult to segregate.

The demand for Person of Indian Origin Card Scheme has also not found favour with the Home Ministry which feels that it is too sensitive to be farmed out to NRI Affairs.

There is also opposition from the Ministry of Labour in parting with Emigration. Respective ministries also do not want to let go of cultural, sports and education exchanges with NRIs as it could dent their junkets abroad.
