The ‘‘Tribute of Light’’ will return for one night Sunday following a solemn morning ceremony where siblings will read the names of victims to mark the fourth anniversary of the September 11 attack.

At 8:46 a.m., there will be a moment of silence at Ground Zero to mark when the north tower was struck by the first plane. At that time, churches across the city have been asked to toll their bells.

One minute later, families are invited to enter the lowest level of the site. The reading of names will commence with pairs of people taking turns reading about 14 names each.

Mayor Michael Bloomberg, in a recent statement about Sunday’s events, said the ceremony will be a solemn occasion. He added that siblings will play the lead role this year by reading the names.

‘‘In this small way, we acknowledge the special bonds they share with their beloved brothers and sisters who died that day,’’ Bloomberg said.

The ceremony will include top officials from across the state. Contingents of Fire Department and Police Department members are also expected to be present. Fire officials will hold wreath-laying ceremonies during the day, Fire Commissioner Nicholas Scoppetta said. The department lost 343 members on September 11.

Scoppetta said that although Sunday’s events may come at a time when the country is focused on the Gulf states recovery efforts, it will be as moving as years before. ‘‘I think it’s going to be a very dignified, perhaps quieter commemorating of 9/11, as you may expect four years after the fact,’’ Scoppetta said. ‘‘I think we will always be having a 9/11 service.’’ —Newsday
