BANGALORE, July 2: Three persons have been arrested in connection with the manufacture of fake lead and plastic seals and using them to tamper meters to reduce the recording of energy consumed. This according to the vigilance unit of the Karnataka State Electricity Board has caused a loss of about Rs 26 lakh.
