MUMBAI, July 23: The Bombay High Court today directed the state government to file an affidavit giving details about the transfers of police officers of the rank of deputy superintendent of police and above in the last one year. The government has been asked to file its reply within two weeks. The ruling came in the wake of a petition filed by social worker Pushpa Bhave seeking the implementation of a Supreme Court directive on setting up of a vigilance committee to approve postings of police officers.
The apex court had ruled (Vineet Narain vs The Union of India) that for the appointment of the Director of the Central Bureau of Investigation, a committee be appointed to be headed by the Central Vigilance Commissioner, with Home secretary and secretary (personnel) as members.
The SC had also ordered that a similar system be set up in each state for the selection, fixation of tenure, transfer and posting of all police officers of the rank of superintendent of police and above. In her petition, Bhavealleged that the performance of the police force has deteriorated due to political interference and further claimed that the transfer records of IPS officers in the last three years would reveal several malpractices.
