WASHINGTON, July 6: Independent counsel Kenneth Starr will report to Congress on his investigation of President Bill Clinton only ``if and when he has substantial and credible information'' about possible crimes by the president, Starr's spokesman said.The ``substantial and credible'' formulation is included in the law under which Starr was appointed by a panel of judges. Once Ken Starr believes he has a duty under the act to provide that information to Congress so that they can exercise their constitutional obligations regarding impeachment, then he's going to do it.That will be his report,'' spokesman Charles Bakaly said on Sunday on CNN's late edition.Bakaly said Starr decided not to issue an interim report of his investigation.
