With an eye on general elections, Congress chief Sonia Gandhi has written to party Chief Ministers and AICC general secretaries incharge of states to follow a 10-point programme, to be implemented in the coming months.

In the letter, Sonia has referred to plans discussed at the recent CMs’ conclave in Srinagar and sought the first implementation report by mid-July. Such reports would be crucial inputs at the brain-storming session to be held in July for finalising poll strategy.

Topping the list is a directive to state governments to send proposals to the Centre for doubling allocation under the food for work scheme. This would have an impact in drought-hit areas, especially in Rajasthan which will go in for Assembly polls.

Sonia asked the states to introduce an employment guarantee scheme based on the Maharashtra model. On Panchayati Raj institutions, Sonia said a special session of the Assemblies should be held on devolution of power to these bodies. She also listed completing identification of BPL families, filling job backlogs for SCs/STs and fulfilling reservation for J-K students.
